Hi,

I have finally been able to fix the problem myself. The cause was that a wrong Web.config was created when Visual Studio 2019 was released.

        <environmentVariable name="COMPLUS_ForceENC" value="1" />
        <environmentVariable name="ASPNETCORE_ENVIRONMENT" value="Development" />
      </environmentVariables>
</aspNetCore>

I changed it in:

<aspNetCore processPath=".\TipWeb.exe" arguments="" stdoutLogEnabled="false" stdoutLogFile=".\logs\stdout" forwardWindowsAuthToken="false" startupTimeLimit="3600" requestTimeout="23:00:00" hostingModel="inprocess">

Now the project can be loaded via the browser.
